The City of Conway is accepting applications for the position of Network and Infrastructure Manager. This role will report directly to the Chief Information Officer and will be responsible for the support, maintenance, and upgrades of all hardware and software systems related to the Network and Infrastructure division of the City of Conway’s Information Technology department.  Systems include, but are not limited to, firewalls, layer 3 and layer 2 network switching, wireless access points, Virtual Private Networking (VPN), fiber optic and Ethernet infrastructure, virtualized clustered server environment, SAN/NAS storage appliances, enterprise backup, Microsoft Active Directory, Microsoft 365, diagraming, and technical documentation.

Essential Duties and Responsibilities:

  • Oversee daily Network and Infrastructure Operations, ensuring seamless connectivity and performance
  • Field analysis, maintenance, and support of the City’s network infrastructure consisting of all firewalls, network switches, wireless access points, fiber optic and Ethernet infrastructure including splicing and termination, testing, labeling, and documentation
  • Design, implement, and maintain local and wide-area networks (LAN/WAN) to support organizational needs
  • Monitor and optimize network performance, identifying and resolving any issues proactively
  • Design, implement, and manage cloud-based infrastructure and services (e.g., Microsoft Azure/Entra ID, Microsoft 365 including email, and Intune mobile device management, etc)
  • Configure and manage Microsoft Active Directory domain environment including group policy
  • Manage virtualized server environment including creation of new virtual servers, optimization of resources, and coordinating/scheduling updates
  • Develop, implement, and oversee the organization’s backup strategy to ensure critical data and systems are protected against loss or corruption
  • Server and systems automation including, but not limited to, scripting through Microsoft PowerShell, Linux Bash, and Ansible
  • Security awareness, patch management, and vulnerability remediation under the directive of the Information Security Manager
  • Oversee the Network Coordinator role, delegating tasks and collaborating on projects

Qualifications:

To perform the role of Network and Infrastructure Manager successfully, the individual must be able to perform each duty mentioned to a satisfactory level.  The below listed requirements are representative of the knowledge, skill, and ability required to fulfill the responsibilities of this role.

Education and Experience:

High school diploma or equivalent with formal training, certifications, and/or technical degree in areas related to information systems and technology including networking, servers (both Microsoft Windows and Linux), virtualization, and Microsoft 365.  Preferred three or more years’ experience related to the duties and responsibilities laid out above for this position along with experience and familiarity with enterprise backup solutions, cloud server infrastructure, and Mobile Device Management (MDM). 

Communication Skills:

Ability to read, analyze, and understand common network and infrastructure systems and technology documents.  Ability to respond in a calm, professional manner to complex and difficult inquires, requests, and/or complaints from staff or end-users. Contact and communication with both employees and the public are always expected to be conducted in a professional and courteous manner.

Critical Thinking Skills:

Ability to investigate, identify, and define problems, establish facts and draw valid, relevant conclusions.  Ability to interpret and process a variety of technical documentation and instructions including diagrams.  Ability to troubleshoot issues with limited direction or instruction.

On-call/After Hours:

The candidate will be required to respond to service calls or tickets after hours as related to their job function and as requested or assigned by direct supervisor or Information Technology management staff.

Use of Equipment:

The Network and Infrastructure Manager will be required to adhere to all policies and procedures laid out in the employee handbook and other addendums as it relates to the proper and safe use of phone, radio, camera, computer, and server systems for the City of Conway.  The employee will be required to complete all cybersecurity training as assigned in accordance with company policy.  While performing job duties, the employee will be expected to remain vigilant and on the lookout for any suspicious activity, emails, or other correspondence.

Use of Transportation:

The employee will frequently drive a city-owned vehicle including but not limited to an SUV, pickup truck, or bucket truck.  A valid Arkansas driver’s license is required for this position.

Physical Requirements:

While performing the functions of this job, the employee is regularly required to climb and work atop ladders, crouch or crawl in constrained spaces, and lift more than 50lbs.  Work is performed both indoors and outdoors at various City facilities, therefore exposure to heat, humidly, or cold conditions will be experienced at times.  Possible exposure to a risk of electrical shock, moving mechanical parts, fumes, or airborne particles may be experienced.  Occasional work at heights is required.

Additional Information:

The employee will be required to pass a background check during their probationary period to continue employment with the City.  The employee will also be subject to random drug screenings at the discretion of the City’s Human Resources department.

The employee will be expected to perform all other duties and responsibilities as requested or assigned by their direct supervisor or management staff of the City’s Information Technology department.
