Community Development

The Community Development Department (CDD) is committed to building a stronger Conway—together. We enhance quality of life in Conway, Arkansas, by supporting smart growth, revitalizing neighborhoods, empowering residents, and local businesses.

CDD also invests in employee experience, creating opportunities and events that recognize and appreciate the City of Conway’s Staff. Community Involvement & Engagement is a key part of our work, including coordinating city events such as groundbreakings and ribbon cuttings, as well as supporting a wide range of city projects.

In addition, the Community Development Director administers the Community Development Block Grant (CDBG) program for the City of Conway. The CDBG program, authorized under Title I of the Housing and Community Development Act of 1974 (as amended), provides annual funding to entitlement communities like Conway—cities that automatically receive allocations based on federal criteria.

The primary goal of CDBG is to develop viable urban communities. This is achieved by ensuring decent housing, creating suitable living environments, and expanding economic opportunities. We oversee key initiatives, including a program for housing rehabilitation and small business grants, all designed to improve the quality of life and promote long-term community growth.

All eligible CDBG-funded activities must meet at least one of three national objectives: benefit low- and moderate-income persons, aid in the prevention or elimination of slums or blight, or address an urgent community need.

Through collaboration, strategic engagement, and strategic investment, the Community Development Department strives to continue building a stronger Conway for today and future generations.
